Chatham age-length keys #37

Currently borrowing the Federal age-length keys which were developed in Echave et al. 2012 age_length_key Echave et al 2012 sablefish growth.pdf

It is on the list to develop these for our longline survey and fishery. We need a separate one for the fishery because the fishery discards bias length-at-age, especially at the younger ages. So if we choose to fit fishery length comps in the model, this will be a needed addition.

First pass at an age-length key, but I think this deserves more time and attention so I'm going to push it down the road. Here's the work I did on it:
