[NGO Admin] Push messages appear 4 times each #480

Steps to Reproduce:

Prerequisites: Have at least an observer account

  1. Log into the NGO Admin with an admin account
  2. Go to Observers > Push Messages > + Create new message
  3. Add a title and a body, select at least one observer, and send the message(s)
  4. Go to Observers > Push Messages and look at the messages
  5. Each message appears 4 times (tested with 1 or 2 observers)
