For video conferencing, would something like https://jitsi.org/ work?
@tetron that looks like a great Hangout clone - yet open source and WebRTC! Let's try it! I have grabbed https://meet.jit.si/cwl -- no registration. Too good to be true?
Are the http://commonwl.org webpages themselves accessible, given that it is actually common-workflow-language.github.io hosting provided by GitHub, or is it DNS-based filtering?
@github isn't blocked, so that wasn't a problem
Could we use https://osf.io/ for meeting notes etc? Not sure if it would be blocked or non-functional from China if you use its Dropbox/Google Drive integration - but we could probably use their own hosting?
Sadly they don't have a mailing list mechanism.. would http://savannah.nongnu.org/ be too old school (or too free)?
Osf.io works for file hosting, but I don't think they have a collaborative text editor yet
