[x] Update CSS to use CWL colours #2

[x] Added date, location? and reach out for more organisers #3
[x] Added call for submissions paragraph (below the note that the submissions will open in February) #13 / #7 @skanwal
[x] Waiting on #11 since this PR is rebased on the move-site branch
[x] Announced that submissions will open in February (#10), do we need another sub-site for submissions and say coming soon?

We can improve the CSS a bit more. Hi @Fienne. We are in need of a better layout. Are you interested in adding a conference website to your portfolio? We can work together on a new design, very few options so little UIUX, but could still be interesting? WDYT?

Hi @kinow, yes I am interested. Right now, I am a little busy with school and I can be able to work on it on Monday. Is that okay?

That's great! It will be fun to work together again! No hurry at all, @Fienne , we can improve it over the next month(s). This is the current site: https://www.commonwl.org/conferences/2024/ (there is definitely room for improvement :slightly_smiling_face: )
