convert all of setup.cfg to pyproject.toml using ini2toml.
switch to gh-actions from Travis CI
black formatting
Drop support for Python 2.7 "workflows"
fix tests with modern md5sum container
lint the code
added type hints
added Makefile as a helper for developers
measure test coverage
many doc strings added
Test using Python 3.8+
