Add TB Profile profile tool #122

TB Profiler is a commonly used tool to predict drug resistance and lineage of a M. tuberculosis whole genome sequencing (WGS) sample. The profile subcommand of the tool is used for this.

This PR adds a CWL CommandLineTool and test file for TB Profiler.
