EAP-TLS cipher suites #7

An up-to-date list of the cipher suites that should be supported for EAP-TLS must be provided so that the relevant SFR can be updated.

I don't see anything in the EAP-TLS that requires a specific set of ciphersuites. Referencing the TLS SFR for this will provide consistency, especially as we update the TLS package. See #5

The only thing that may merit further discussion is that I recall PSK-related ciphersuites being here before but we don't have that anymore since the (D)TLS requirements are inherited from the NDcPP. Unsure whether they need to be included in some form.
