Remove hotspot-related management function #65

This management-function has been moved to the wlanclient (probably).

IMO - Function 41 should stay in MDF. It is about the configuration of the settings of the hotspot completed by the mobile device. However, it is also in WLAN Client so may have to remove from MDF to resolve the duplication.

The decision made for this issue should be the same as Issue #64. Either both the Wi-Fi and Bluetooth tethering should be in MDF FMT_SMF function 41 (along with USB) or each should be in the respective PP-Module.
