fix management functions #24

Get rid of existing FMT_MOF, and replace FMT_SMF with a FMT_MOF_EXT a la email client EP. also break apart the password business into separate lines.

also add: configure binding to directory server configure binding to management server

This is now somewhat fixed. Still need to add a number of additional configuration items.
