Steal FCS_CKM_EXT.1.4 from MDF

Added FCS_CKM_EXT.3 for Key Destruction. Taken from MDF PP. Requirement for how to destroy key. http://common-criteria.rhcloud.com/operatingsystem/output/operatingsystem-release.html#FCS_CKM_EXT.3.1

The MDF PP also has a second requirement about when to destroy keys. Do we want that? It has a 2 page assurance activity which looks fairly challenging. FCS_CKM_EXT.4.2 The TSF shall destroy all plaintext keying material and critical security parameters when no longer needed.
