Change "b. All administrative actions" to "b. All administrative actions relevant to the claimed SFRs in the PP-Configuration"

The existing text is untestable, plus the Evaluation Activity already bounds the administrative actions to those relevant to the PP. By explicitly stating this (non-optional) requirement in this way, it very clearly bounds what administrative actions apply.

I need to look at some other PPs. The language probably makes no substantive difference.
