Unlock features based on level (or revert %)?

Now that we are able to fetch a user's revert % (and users have levels in Achievements), I wonder if it would be useful to restrict certain privileges based on this?

Reasons:

• Some features are inherently more vulnerable to vandalism
• To encourage users to level up to unlock more features (similar to Stack Overflow I guess)

Possible features for level-gating:

• Multiple uploads
• Uploading photos that contain faces (risk of selfies)
• Wikidata edits with photos that have no geotags (risk of having 2 projects vandalized instead of just 1)

I would add to the restricted features:

• Upload an image with no EXIF (for instance a PNG, or a JPG downloaded from a news website, these typically have no EXIF)
