Made some updates to INSTALL.md based on my experience installing it on my own computer (Ubuntu 16.04):

added [sudo] command where it was necessary
gave some background on how current Common Crawl data is currently organized
added in command to switch into docker machine account

Not sure if the background on Common Crawl is necessary, but could be helpful to someone ... I'm open to any suggestions/feedback you guys might have.

Thanks for the additions! I'll probably move the section on tests on the README because as you said it's confusing to have them in 2 different places.
