How to deploy and run conceptnet5 locally with requesting any api? #223

I want it completely locally even required models and other required stuff.. no need to request any api or url .

I read this wiki https://github.com/commonsense/conceptnet5/wiki/Build-process so according to it i need to have separate system computer for it.. "no issue i can" .. then after installing i need to run it as web service which mean it will work as api.. again no issue .. all what i want is i wont by requesting any api which is carrying out processing on conceptnet5 private cloud server..
