Since the purpose is to accelerate the rate of innovation in downstream font formats, being able to prioritize the change proposal submissions, so they start with (a) small and (b) high value changes, and temper their rate so as to not send an overwhelming volume, will be important.
If someone had a tool like OpenOpenType, called eg, OpenOpenFontFormat, and added a section segmentation heuristic to the html2md and pdf2md processes, and possibly sentence per line segmenters, then added section mapping IDs to CommonType frontmatters, then added diffing to produce .diff files between the OpenOpen output md and CT md, and then output templates of politely worded change proposal submissions via GitHub API or sendmail libraries, and called these end to end tools "DeMOTer" and "DeOFFer," such a person could accelerate the rate of innovation in downstream font formats.
