The RSS icon featured on the website, is linked to a Taxonomy (one which is incomplete) when it should be linking to the site-wide rss feed.
The site-wide RSS feed is located at /rss.xml (http://www.fortaleza.pr.gov/rss.xml).
The fix is to disable the RSS feed this module, simplenews, gives you and link to the site-wide RSS.
