Why were standard UPRNs not used, and can this be rectified? #43

The EPC system currently uses UPRNs which are generated by Landmark, and do not match the UPRN used elsewhere in Government - why, and what can be done to resolve this?

This issue will not be closed as it is associated with the address matching issues.

Are you in touch with the MHCLG data science team on their work on address matching? Talk to Peter Hufton and Anika Oellrich.

This may be in PAF rather than in AddressBase, but according to ONS, PAF and their UDPRNs are in AddressBase - perhaps some possibilty to do some matching here?

Hi Anna, I am looking at a variety of methods for address matching at the moment, and it would be useful to see what other teams are doing, thanks for the lead, I'll get in touch with Peter and Anika.
We are in touch with Neill at Geoplace - hoping to meet tomorrow.
The UPRN is created at the start of construction, and covers sub-divisions of buildings (eg flats) but takes some time to get into AddressBase. I'm not sure when the UDPRN is created, but it only covers the building, not subdivisions, so is not so useful for the EPC.

Sounds like it would be good to have a chat – I am doing quite a lot of work on address matching at the moment, and thinking about UDPRN/UARN/UPRN. I’ll come to the board this afternoon and to the show and tell tomorrow.
