EasyCLA should support automatically enabling for all repos in an org #1617

Summary

It requires a CLA admin enabling the check on each repo currently when new repos are created in an org. The github.com/open-telemetry org needs EasyCLA automatically enabled for any repo created within it.

Acceptance Criteria

  1. CLA admin should be able to enable for all repos once, and not need to manually turn on repos.

This feature is now available in the Project Control Center -> Project -> EasyCLA settings area. Console link: https://projectadmin.lfx.linuxfoundation.org/. This is an EasyCLA v2 feature. Closing this ticket.
