Admin User: Configure new GitHub/GitLab organization section is missing at easycla repositories setting page #4393

Describe the bug Configure new GitHub/GitLab organization section is missing at easycla repositories setting page

To Reproduce

  1. Login to the admin portal
  2. Navigate to easycla page
  3. Click on cla manage project button
  4. See-Add new GitHub/GitLab organization section is missing at easycla repositories setting page

Expected behavior Users should allowed to add & delete GitHub organization

Tested on the dev site using different user roles & found the following behavior

Case User role status
1 Formation team Passed
2 Community program manager Passed
3 admin Failed
4 super admin Passed
