Added Dockerfile and GitHub workflows to build and push the cryoAI image (see docker/README.md for details).

The image was pulled on SDF here: /sdf/group/ml/CryoNet/singularity_images/cryoai_latest.sif but has not been fully tested yet.

Addresses part of #1

I left a placeholder in the main README in the section running a job where we should describe the launching command for docker users.
