iterative ref: make use of torch and compSPI 3D FFT. #24

https://github.com/compSPI/compSPI/issues/33 blocks this - once the 3D FFT is complete in compSPI we can start moving itr_ref over to torch and make sure that the compSPI FFT gets used here rather than the existing placeholders.
