Rework Navigation #11

Currently the sub-nav eats up too much vertical space and it's confusing when it is missing in some sections e.g. users.

Instead, investigate using horizontal, side-by-side navigation. That is, the main and sub-navs are pinned to the left side of the screen next to each other.

This is done. Now we have a clever side-bar and bread-crumbs instead of a sub-header. Easier to keep consistent and dense while remaining clear; IMO.
