Add site level configuration #43

Lots of config for a site is currently either hard-coded, or set in the environment, which then isn't available to content admins. Be nice to have a flexible way to set config in Islay itself. https://github.com/sosedoff/app-config looks good and super-simple.

Boo - that app-config gem is Copyright (and ancient).
