Return an error message if there is no data #176

Bryan had the idea that the trends tool should return an error message if the there is no data for the selected projects and dataset type. This would mean that people would find out that there is no data before they select the policy area. Here is how I imagine it would work: First the person selects a project or projects. Then they select the dataset type or types. If there is no datasets of that type in that project, then when they click on the "Select policy topics" button, a box would pop up that there is no data.
