Upload new VCFs while the DB is locked #306

Currently, I get an error (see image), but these VCF annotations should just be queued. screen shot 2014-03-05 at 10 25 59 am

See 1e11145 for a naive implementation. Currently will be fixed by showing a message in the upload app when the DB is locked, to prevent any uploads from being done.
