Fix compdemocracy/polis#1383 #1689

This bug causes users to fail when attempting to vote or comment on a newly deployed Polis.

Those fields are being used by specific production deployments. I think the best approach will be to disable all the GeoIP & Maxmind stuff by default, but allow it to be enabled with an environmental config value.
