Update CHANGELOG.md (includes description of versioning system) and add VERSION docs to prep for v1.0 release

For posterity, I'll also add https://github.com/compdemocracy/polis/issues/1725, since the readme has an "e.g." and many issues are aggregated there related to edge developments.
