Switch from TravisCI to GitHub Actions #153

TravisCI is slowly removing it's free CI offering for open source projects. Fortunately GitHub now has Actions which can do the same thing, and which are easier to use.

This PR switches PartMC from TravisCI to GitHub Actions.
