change kappa values of nacl to be 1.28 #174

Changed sodium and chloride kappa values in all aero_data.dat files that contain those species to a value of 1.28. This value is consistent with Table 1 of Petters and Kreidenweis (2007). Exception was made for aero_data.dat in scenarios/3_condense and the condensation test case that utilize ions for computing kappa for inorganics.

Looks like we also have values in test/average/aero_data.dat, test/condense/aero_data.dat, test/mosaic/aero_data.dat -- maybe change those too in case someone copies them?
