Halving and doubling #8

Code halves and doubles when halving and doubling is off.

Code can halve and double. Or code can try to maintain ideal number of particles. Example: 10000 is the n part ideal. You 4600 particles which can double to get to 9200 or be balanced to 10000 (and scale weight appropriately)
