as part of this I was thinking of simplifying the build options for CAMP (there's a lot right now and it's a little confusing). maybe we can:

include an ENABLE_CAMP option to the original PartMC options
if this is enabled, it turns on ENABLE_GSL and ENABLE_SUNDIALS and turns off ENABLE_MOSAIC and hides these options
it also shows the ENABLE_GPU option
json-fortran is included when ENABLE_CAMP is on, and c++ support is enabled with ENABLE_GPU
