Adding a Contribution Guide for website contributors #227

Created a new Contribution Guide, linking relevant files in the repo that need to be edited to make a particular change
Removed a contribution section from ReadMe and linked the new Contribution Guide in it

@vgvassilev , @davidlange6 Please see if this is suitable. It simply includes links to where each part of the website can be customized from. This will not be published on the website, will only be visible in the GitHub repo.
