Update ci workflow to be similar to one in CppInterOp #90

This PR should update the CI to the same level (minus coverage) as is currently in CppInterOp

@vgvassilev The CI in this PR is a little rough around the edges (i'd fix this in subsequent PRs), but if merged it should allow the PR https://github.com/compiler-research/cppyy-backend/pull/81 to be tested. This CI is essentially a modified version of the one in CppInterOp.
