update scikit-learn version requirement from 0.17 to 0.18 #19

moFF_mbr uses the 'neg_mean_absolute_error' scorer in sklearn. It was renamed as such in sklearn ver 0.18.

As this is such a minor change, there's no need to merge if you'd rather update the version info yourself. It would have saved me some debugging time had I known 0.18 was needed. Cheers!
