Integrate and setup hardhat
Create .env.template file
Install dev dependencies: @nomiclabs/hardhat-waffle, hardhat-abi-exporter, hardhat-deploy, hardhat-deploy-ethers, hardhat-spdx-license-identifier, hardhat-watcher, hardhat-contract-sizer, hardhat-storage-layout-diff
Remove unused contracts: GovernorBravoDelegateG1.sol and GovernorBravoDelegateG2.sol.
