프론트에서 API 추가 요청이 있어서 추가했슴다

셀럽 아이디를 params로 넘겨주면 현재 사용자가 해당 셀럽의 팔로잉을 체크하여 반환합니다. 팔로잉 되어 있으면 false 안되어있으면 true 반환
