Change course links to Learn #91

Instead of going to https://www.inf.ed.ac.uk/teaching/courses/${acronym}/ it should go to https://course.inf.ed.ac.uk/${acronym}, if learn: true.

learn: true should be default for all sections

set the default in https://github.com/compsoc-edinburgh/betterinformatics/blob/master/_config.yml
Computer Graphics (_sections/inf4/cg.md) does not use learn, so you should set learn: false in there. there are others, can you find them?
