Update the partners list YAML file for the 2021-22 year.
Add alt text to all images on the partners page, add also a sub text below the image for accessibility
Add a hover effect on partner logos for interactivity.

Self merging as the PR is beginning to go stale without reviews, and the partners page being up-to-date is crucial.
