Adds full udp plugin support completely compatible with the vanilla server.
This PR includes the server protocol cleanup (https://github.com/compujuckel/AssettoServer/pull/29), as that was kinda required for this.
From my testing i didnt find any issues with the plugins i used.
Some of the code could be cleaned up a bit more, thats why this is marked WIP.
