"Soft" failure when keyboard layout config not found #4

Windowlicker fails immediately if a compatible keyboard layout is not
found. Often this is not an issue because the test does not type symbols.
So, it should fall back to a reduced layout and only fail hard when it
cannot type a requested symbol
