Adding information to Ghtorrent Database #3

We would like for users to be able to add projects to the projects table in the ghtorrent database. Ideally, we want users to fill out a simple web form and then we would take the inputs and build them into an SQL query to add them to the database.

Due to the complexity of our Editing use case (#4), our group has decided to drop this use case to ensure that we are able to complete the best project possible. #7 will be replacing this feature as our new 3rd use case
