Build dashboard and backend updates

• Fixes edge cases for state transitions (e.g. status goes back to "creating" for a second when job is finishing)
• Polls for build status updates instead of manual refresh
• Integrates builds dashboard with project dashboard
• UI updates to dash board
  • Updated in-progress icon
  • Logs are scrollable to make it easier to access other parts of the build dashboard
  • Option to show logs only shown once logs are available
