Might be nice if I could have a way of blacklisting config, so that I'd have to work really hard to get it exported into my module.
Not sure how this would work with multiple modules, should cmce check all enabled cm_config_tools enabled projects for items in the blacklist and then prompt to ask people if they really want to export that thing.
Use case:
On a specific project we are managing the system.theme config and we don't want that to ever end up in a position where it will get exported out.
