Move to using Ubuntu Trusty

We should move to using Trusty as our base and we should:

• [x] Allow PHP 5.5/5.6 (or 7 if possible)
• [x] Add better tests to check for PHP/MySQL installed in the test script
• [ ] Document the changes and configuration

Hmm...Jenkins is not happy about adding the user, I think I may just have a bug in the testing script.

Right, sorry about the noise. I'll keep this branch mergeable, and spin off the 5.6/7 stuff into another branch I think.
