Xenial #137

Should we try and use Xenial, maybe we should re-write from the ground up?

Why would you make a complete rewrite? I have started some work here : https://github.com/larsmw/parrot. I have skipped Solr and some other things for a start, but it runs php-7.0 on a Xenial.
