A dataframe in long form with columns

target_statistic (mean vulnerability etc)
community (Iztapalapa, All of Mexico City)
param (budget)
outcome_name (first order sensitivity index, total order sensitivity index, min, max, mean)
outcome_value (some floating point) value

Does that look right @manuvanegas?
