con-duct is available, but "too similar to an existing project"... I'm guessing "conduct":

The context is that there were malicious libraries publishing under similar names to established projects, so they've added some extra rules.

conduct only has 1 commit, maybe its not being used?

How do I claim an abandoned or previously registered project name?

Follow the "How to request a name transfer" section of PEP 541.

I didn't hear back from the GitHub project owner yet but the PyPI project owner has been responsive and is trying to contact the GitHub Repo owner through another channel.
