[package] boost/1.7x: fails to build on Windows 11 using VS 2022 with 'b2.exe is not recognized...' #10644

Steps to reproduce (Include if Applicable)

conan install boost/1.79.0@ --build=boost -s compiler.version=17

Logs (Include/Attach if Applicable)

Installing boost fails with when using Visual Studio 2022 with `'b2.exe' is not recognized as an internal or external command, operable program or batch file.` error. This can also be reproduced on Azure `windows-2022` build agent. If VS 2019 is installed, changing `compiler.version` to 16 works fine. @jhabermas, this happened to me as well. I noticed that b2.exe was missing in the C:\...\.conan\data\b2\4.8.0\_\_\package\ca33edce272a279b24f87dc0d4cf5bbdcffbc187\bin folder. It turns out Microsoft Defender quarantined the file

I think this is very likely what happened to you too. I have reinstalled b2/4.8.0@ and scanned it explicitly with Microsoft Defender and it no longer flags and quarantines the file. Don't know why it has changed its mind.

If you could confirm this is what happens to you then perhaps some furher security scans are in order and then maybe this issue can be closed?
