ccache: add version 4.10, refactor cmake logic

Summary

Changes to recipe: ccache, add version 4.10 and refactor cmake/patch logic

Motivation

version 4.10 is released and available
cmake logic to handle dependencies does not require patching
msvc runtime logic does not require patching

Details

add version 4.10, which requires fmt and xxhash
stop publishing new revisions for older versions
use the STATIC_LINK option instead of patching cmake files to handle the msvc runtime (it will fallback to the conan handled logic), and the value was already OFF for all non-windows platforms
use deps.set_property so that Conan generated files satisfy the expectations of the local build system - note that while this works, the conan-provided dependencies do not appear in the build summary (but they are from conan)
ensure that no dependencies are downloaded from the internet during build time
test_package: ensure the reference that was built is tested
windows: versions prior to 4.10 do not build for arm64

Tested locally on Linux, Windows and macOS
