Prepare Creation of Langdale Branch #35

Trying to build the python3-conan recipe in the context of Yocto's current master branch I stumbled across missing compatibility with langdale as well as a circular dependency in the python3-packaging recipe which are both fixed by this pull request.

It would be great if you could create a langdale branch after having merged this pull request.
